…THE FLASH FLOOD WARNING REMAINS IN EFFECT UNTIL 500 PM EDT FOR EAST CENTRAL ESSEX…ADDISON…NORTHWESTERN RUTLAND AND SOUTHWESTERN CHITTENDEN COUNTIES… At 223 PM EDT, the public reported heavy rain and flooding in Middlebury along Route 116. Up to three inches of rain have already fallen. Flash flooding is expected to begin shortly.
