Since much of the region has already experienced significant rainfall, the soils are saturated and any additional heavy rain can quickly lead to flooding and rapid rises of creeks and smaller rivers. * Persons in flood prone areas or near small creeks should be prepared to take action if heavy rain occurs or rising water is observed. A Flash Flood Watch means that conditions may develop that lead to flash flooding. Flash flooding is a very dangerous situation and can occur quickly. Never drive through water which covers roadways.
